What Is Audited Circulation?
Audited circulation is a circulation or audience figure for a newspaper, magazine, trade title or digital product that an independent auditor has verified against the publisher's records, using rules set out in advance and applied to every publication it audits.
The point is independence. A publisher has every reason to report the largest number it can; an advertiser has every reason to doubt it. Audit bodies were set up to stand between the two. AAM says it was created in 1914 by the Association of National Advertisers under the name Audit Bureau of Circulations to verify print circulation, and that it is now governed by a board “representing agencies, marketers and publishers” (AAM). ABC in the UK says it is “owned and developed by the industry - advertisers, agencies and media owners” and is “a non-profit distributing organisation” (ABC).
Our explainer on what a trade publication is notes that most trade audience figures are publisher-stated and that audits are a separate service. This guide explains what that service checks and how to read the result.

Who Audits Circulation
Alliance for Audited Media (US). AAM says it has “evolved from verifying print circulation to providing assurance across the media and advertising ecosystem”, now including digital, retail media, events, out-of-home and ad tech (AAM). Its home page calls it “the world leader in quantitative media audits, helping news, magazine and business media stand out” and offers a free preview of “top-line data from newspaper, magazine and B2B media” (AAM).
BPA Worldwide. BPA was the other large auditor of business media. AAM's press release of March 2, 2023 announced that the two had completed a merger, approved by “98% of the AAM member votes and 99% of the BPA member votes”, and said customers “will continue to receive their respective products and services” (AAM). When we tried bpaww.com on October 11, 2026, it redirected to auditedmedia.com. Older media kits still cite “BPA Brand Reports”; treat them as historical documents and check the date.
ABC (UK). ABC says it was “Established by ISBA in 1931” and that “Funding and governance include buy-side and sell-side partners” (ABC). It publishes detailed reporting standards for each media type, including business magazines; the current business magazine version is “Version 2 2026”, issued June 2026 (ABC).
Publisher's Statement vs Audit Report
Two documents carry the numbers, and they are easy to confuse.
The Publisher's Statement is the publisher's periodic claim, filed under the auditor's rules. The Metal Center News statement for the six months ended December 31, 2025 is headed “Subject to Audit” and ends: “We certify that to the best of our knowledge all data set forth in this Publisher’s Statement are true and report circulation in accordance with Alliance for Audited Media’s Bylaws and Rules” (Metal Center News / AAM).
The audit report is the auditor's finding after it has examined the records. AAM's sample news media audit report shows each figure in three columns, Audit, Claims and Diff, and states: “In our opinion, the total average circulation shown below and all other related data shown in the Media Intelligence Center for the reporting period are fairly stated in all respects material to average circulation” (AAM sample audit report). A difference between the audited figure and the claim is the thing to look for.
In practice: a statement from an audited title is far more reliable than an unaudited media-kit number, because the publisher has signed it under rules it knows will be checked. But only the audit report says the check has happened.
What a B2B Audit Statement Shows
A trade-title statement is built to answer the advertiser's real question: how many of the right people receive this? Here is what the Metal Center News statement contains, page by page (AAM statement):
- Field served. A one-line definition of the audience: the title “serves the metal service center and toll processor industry and others allied to the field.”
- Circulation totals. Average qualified circulation, split by print and digital, and nonqualified copies listed separately.
- Circulation by issue. Month-by-month figures, so a single inflated issue cannot hide in an average.
- Business analysis. Recipients by industry segment and job function; 97.0% of the analyzed issue's qualified recipients were at metal service centers.
- Source analysis. How recipients came onto the list: all 15,480 were a direct request from the recipient.
- Geographic analysis by state and country, and notes defining who qualifies and where show copies went.
Average recipients per issue, as reported in the title's AAM Publisher's Statement
Source: Alliance for Audited Media, B2B Media Publisher's Statement for Metal Center News, 6 months ended December 31, 2025, “Subject to Audit”, posted by the publisher. Read October 11, 2026.
The statement says totals “represent aggregate unique recipients, not the sum of print and digital circulation”, so print and digital add up to more than the total; by our arithmetic about 549 recipients a month get both. The statement reports no paid circulation. Nonqualified copies are reported separately and are not part of the 15,480.
The chart shows why a total alone misleads. The 15,480 headline is unique recipients, not print plus digital, and the 298 nonqualified copies (trade show and staff copies) sit outside it.
Paid, Qualified, Requested and Nonqualified: The Terms
Business titles are often free to readers who fit the audience, so “qualified” matters more than “paid”. The terms, as they appear in AAM statements and ABC's UK standards:
| Term | What it means | Source |
|---|---|---|
| Qualified | The recipient fits the publication's stated field served; Metal Center News lists management, operations, sales and other functions | Metal Center News / AAM |
| Qualified paid | Qualified copies that are paid for, including individual, association, sponsored, multicopy and single-copy sales | AAM sample statement |
| Membership benefit (paid) | Leader's Edge reports 19,740 qualified paid copies served to members of The Council of Insurance Agents & Brokers, with $9.00 “allocated for a one-year subscription” from dues | Leader's Edge / AAM |
| Membership benefit (nonpaid) | AAM accepts it only if recipients are association members, the association is in the field served, members are told the magazine is a benefit, and enrollment is no older than 36 months | AAM Support Center |
| Qualified nonpaid | Free copies to qualified recipients, for example on direct request | Metal Center News / AAM |
| Nonqualified | Copies outside the qualified count, such as show and convention copies, market coverage copies and staff copies | AAM sample statement |
| Controlled free (UK) | “Copies sent free to a defined group of individuals” who meet the publisher's Terms of Control, backed by evidence “less than five years old” | ABC |
| Free requested (UK) | “A single free copy requested by and distributed to a known individual” | ABC |
| Non-controlled free (UK) | “Single copies distributed to individuals or organisations”, without the defined-group test | ABC |
ABC also sets rules on what a qualifying definition may be: the Terms of Control must include at least one criterion that is neither country-level geography nor “an interest in the field”, and “It must be possible for individuals not to meet the criteria” (ABC). That is the core idea behind qualified circulation: a list anyone can join is not a defined audience.
Why Audited Circulation Matters in PR and Media Buying
For media buyers, the audit is the basis for comparing rates: a page price means little without a verified audience behind it. AAM's stated mission is to help “buyers buy and sellers sell with trust” (AAM). Our comparison of a press kit vs media kit explains where these numbers usually appear.
For PR teams, an audit helps judge whether a trade title reaches the people a client sells to. A smaller title with a tightly qualified, mostly requested list can be worth more than a bigger general one; our report on whether trade publications outperform national outlets covers the wider evidence. To check a title (our suggested routine):
- Look for the latest statement on the publisher's advertising or media-kit page; some, like Metal Center News and Leader's Edge, post the PDF.
- Check the date and the label: “Subject to Audit” means a claim; an audit report means a verified figure.
- Read the field served and business analysis, not just the total.
- Check the source analysis: direct requests, membership lists and acquired lists are different audiences.
- Note what is not covered. Website traffic and newsletter lists may be outside the audit unless the statement says they were examined.
- If a media kit cites an audit, ask for the document. AAM's site lists audited and certified companies on what it calls “The Assurance List” (AAM).
Audit status is one input, not a ranking. Our explainer on what makes an outlet tier one covers the others.
Audited Circulation vs Related Terms
| Term | What it is | Relationship to audited circulation |
|---|---|---|
| Publisher-stated circulation | A figure the publisher reports with no independent check | The thing an audit replaces |
| Publisher's Statement | The publisher's certified claim under audit rules | Subject to audit; precedes the audit report |
| Audit report | The auditor's comparison of audited figures with claims, with an opinion | The verified result |
| Qualified circulation | Recipients who meet the field-served definition | The core figure in B2B audits |
| Readership or pass-along | People who read a copy, including those who did not receive it | A different measure; AAM lists pass-along receivership as a separate verification |
| Website traffic | Visits or unique visitors, often from analytics tools | Separate from circulation; audited only where the auditor examined it |
| Media kit | A publisher's sales document for advertisers | Often quotes circulation; may or may not cite an audit |
Common Misconceptions About Audited Circulation
| Myth | What the sources say | Source |
|---|---|---|
| Every circulation figure in a media kit is audited | Most trade audience figures are publisher-stated; audits are a separate service | Our trade publication explainer; AAM |
| A Publisher's Statement is an audit | It is labeled “Subject to Audit” and certified by the publisher; the audit report compares claims with audited figures | AAM statement; AAM sample audit report |
| Print plus digital equals the total | Totals “represent aggregate unique recipients, not the sum of print and digital circulation” | Metal Center News / AAM |
| Free circulation is worthless | Qualified free copies must meet defined criteria and evidence rules; ABC requires evidence less than five years old | ABC |
| Paid means each reader paid | Membership-benefit copies can count as paid when part of dues is allocated to the subscription | Leader's Edge / AAM |
| BPA and AAM are rival auditors | They merged in 2023 | AAM |
Frequently Asked Questions
What is audited circulation in simple terms?
It is a publication's circulation number that an independent auditor, such as AAM in the US or ABC in the UK, has checked against the publisher's records, instead of a figure the publisher just states.
Who audits circulation?
In the US, the Alliance for Audited Media, founded in 1914 as the Audit Bureau of Circulations and merged with BPA Worldwide in 2023. In the UK, ABC, established by ISBA in 1931.
What is the difference between a Publisher's Statement and an audit report?
A Publisher's Statement is the publisher's certified claim for a period and is marked Subject to Audit. The audit report is the auditor's finding, showing audited figures against claims and giving an opinion on whether they are fairly stated.
What does qualified circulation mean?
Copies going to people who meet the publication's defined audience, or field served, such as managers in a named industry. Copies outside that definition, like trade show or staff copies, are reported as nonqualified.
Is free circulation counted in an audit?
Yes, if it meets the rules. Business titles often report qualified nonpaid circulation; ABC's UK standards require controlled free recipients to meet defined criteria backed by evidence less than five years old.
Does an audited title guarantee coverage is worth more?
No. An audit verifies who receives the publication. Whether a placement helps depends on fit with your audience, the editorial context and what the coverage says.
Sources and Methodology
This explainer is built from the Alliance for Audited Media's own pages (who we are, media audits, home page, the March 2, 2023 merger release and a Support Center page), AAM's sample B2B Publisher's Statement and sample news media audit report, two real AAM Publisher's Statements posted by trade publishers (Metal Center News, six months to December 31, 2025; Leader's Edge, six months to December 31, 2024), ABC's about page and ABC's Business Magazines Reporting Standards (Version 2 2026), all read on October 11, 2026. The chart reports figures exactly as printed in one statement; the 549 overlap is our arithmetic. We did not find a primary source we could open for BPA Worldwide's founding date or audit counts, or a count of titles audited by AAM or ABC, so none is given. The checking routine is our suggestion. We did not commission audits or compare audited and unaudited titles' results.
