The short answer, and why it needs checking
Since February, a question that used to be hypothetical has become a sales conversation. ChatGPT carries advertising. Founders who have spent a year being told that appearing in AI answers is the new search visibility now reasonably ask whether they can simply buy it.
OpenAI's published answer is no, and it is unusually direct about it. Its help centre article on ads in ChatGPT asks the question in so many words — “Do ads influence the answers ChatGPT gives me?” — and answers: “No. Ads do not influence ChatGPT's answers. Ads run on separate systems from our chat model, and advertisers have no ability to shape, rank, or alter ChatGPT's responses. Ads are separate and clearly labeled.” Its statement of advertising principles lists “answer independence” second, after mission alignment.
A company's description of its own product is not proof, and nothing published lets an outsider audit the separation. What the documentation does allow is a precise description of what an advertiser can buy, which turns out to be the more useful question. This guide works from OpenAI's own help centre and policy pages, read on 1 October 2026, and from the trade reporting on how the product is performing. The prompt was AdExchanger's report of 29 September, “OpenAI Says Sponsored Chats Are The Future”.
What a ChatGPT ad is
An ad in ChatGPT appears below the end of a response. OpenAI's advertiser documentation lists its parts: advertiser name, favicon, a headline, a description, a landing page and an image. It is labelled as sponsored and visually separated from the answer above it. There may be one ad unit or several, and a unit may feature one or several advertisers.
That placement is the whole of the format for most advertisers, and it is a familiar one. It is a search ad that sits under the answer instead of above the links. The distinction that matters to anyone thinking about reputation is that the ad does not change what the answer says about you, your competitors or your category. If a user asks for the best project-management tools and the answer names three of your competitors, a paid unit for your product can appear beneath it. The answer still names three of your competitors.
OpenAI also forbids ads that blur the line. Its ad policies prohibit creative that imitates “the appearance, functionality, or voice of ChatGPT” in a way that could make a user believe the ad is part of the product. An advertiser cannot buy a unit dressed as an answer.
One small detail tells you how firmly the systems are separated in OpenAI's design. By default, the help centre says, “ChatGPT can't see the ads shown to you”. A user who wants to ask about an ad has to share it into the chat through a menu, and even then, OpenAI says, “advertisers do not influence ChatGPT's responses about ads that are shared in the chat”.
How an ad is chosen
The selection mechanism is documented and conventional. OpenAI uses a “relevance-weighted, second-price auction”. Advertisers bid on impressions or clicks, or on conversions with click billing, and set a maximum bid per ad group. For cost-per-click campaigns OpenAI recommends “starting with a maximum bid of $3–$5 USD per click”.
There are no keywords in the search-advertising sense. Instead advertisers write “context hints” that describe the conversations, topics or keywords where their product may be relevant. OpenAI is careful to say these “are not exact-match keywords and do not guarantee delivery in specific conversations”. The system matches on the context and intent of the current conversation, the ad's landing page and copy, and, where a user has ad personalisation switched on, signals from their wider ChatGPT use including past chats and memory. Since shortly before Sponsored Agents were announced, advertisers can also upload customer lists as custom audiences, according to AdExchanger.
OpenAI says advertisers receive only aggregate reporting — impressions, clicks, spend, click-through rate, cost per click and per thousand, and conversions — and never see chats. Digiday adds the operational detail: reporting carries no demographic or prompt data. An advertiser learns that its ad was shown, not what was asked.
Sponsored Agents: the ad you can talk to
The newer format is the one OpenAI is describing as the future. On 16 September OpenAI announced Sponsored Agents, being tested with select advertisers in the United States. After seeing an ad, a user can choose to open a clearly labelled conversation with an AI agent sponsored by the business, ask it questions, and follow a link to the advertiser's site.
At AdExchanger's Programmatic IO conference on 28 September, Colleen Coulter, OpenAI's global ad solutions lead, called sponsored agents “the future around an AI-native advertising experience”. AdExchanger reported that the brand determines the knowledge base the agent draws on, such as a product feed or help centre.
For the question in this guide's title, Sponsored Agents are the closest thing to buying an answer, and the distinction OpenAI draws is still the same one. According to the coverage of the announcement, conversations with a Sponsored Agent are distinct from ChatGPT's independent answers and separate from the conversation the user started. The agent speaks for the advertiser, from the advertiser's material, after the user has chosen to click. It is a sales conversation behind an ad, not a change to what ChatGPT says unprompted.
That has a consequence worth stating plainly. A company that buys a Sponsored Agent controls what its own agent says. It does not control, and cannot buy, what ChatGPT says about it in the answer the user saw first.
Who never sees an ad at all
Advertising reaches only part of ChatGPT's audience, and the excluded part is not random. On OpenAI's published rules, ads are not shown to:
- Plus, Pro, Business, Enterprise or Edu accounts — every paid tier, which is most professional use;
- accounts identified as belonging to someone under 18, by stated age or by OpenAI's age prediction;
- Temporary Chats;
- the ChatGPT Atlas browser, during the test;
- conversations about personal health, mental health or politics, near which ads are not eligible to appear.
Free users can also switch to an ads-free experience with lower usage limits. Business Insider, reporting a study by the agency Graphite of Similarweb data, said less than half of ad-eligible users had been served an ad at all.
For a B2B company in particular, the first exclusion matters most. The buyer researching vendors on a company ChatGPT Business or Enterprise seat sees no ads under any circumstances. Whatever ChatGPT tells that buyer about you is the organic answer, every time. How that answer gets assembled is the subject of how ChatGPT recommends companies.
The category rules are also restrictive, and in flux. OpenAI's ad policy page says that during the initial test ads were “primarily limited to consumer verticals” and that other categories were disallowed at launch, naming healthcare, financial and legal services, gambling and political content among them. Further down the same page, the category sections now say approved US advertisers may be allowed case by case in financial and health services, and that legal services may advertise in the US where the advertiser is licensed in the jurisdiction. Political advertising and gambling remain disallowed. Both versions are on the page at once, which is a fair description of a product still being built.

What advertisers report
The commercial picture, from the people buying, is of an early product with real demand and immature measurement.
On scale: OpenAI's chief financial officer Sarah Friar said at a Goldman Sachs conference in early September that the ads business had reached $1 billion in annual run-rate revenue, as reported by Business Insider. On who is buying: Graphite's analysis of Similarweb data, also reported by Business Insider, found ads for business software made up almost 20% of ChatGPT ad impressions from March to August, with business and professional services at 8.5% and developer tools at 4.6%. Monday.com, HubSpot, Resume.io and Canva were among the most frequent advertisers, and the form builder Jotform ran more than 930 variants in a single month. The same analysis found click-through rates more than doubled between late March and early September. Those are a vendor's figures from a clickstream panel, and we report them as such.
On measurement, Digiday's survey of agencies at the end of September is sobering. Accuracast ran a UK lead-generation campaign that produced form fills while ChatGPT reported zero conversions two weeks later, and saw ChatGPT report around 100 clicks where its own tracking recorded 20; OpenAI's support team could not explain why at the time. Other agencies told Digiday they had not seen click discrepancies. Web Guide Partner sees conversions arrive 24 to 36 hours late. Many advertisers have not switched on conversion tracking at all, because their legal teams will not sign OpenAI's tracking terms. One executive said clients spending $10 million a month on Google were putting less than $100,000 a month into ChatGPT.

Only the three categories Business Insider named are shown; the remainder of impressions is spread across categories not reported. “Almost 20%” is drawn at 20.
Ads against earned answers
The arrival of advertising does not make the organic answer less valuable. It makes it more clearly separable. A user now sees two things in one place: an answer that OpenAI says no one paid for, and a labelled unit below it that someone did. That is the oldest distinction in media — editorial against advertising — reproduced inside a chatbot, and it carries the same consequence for credibility. Readers discount what is labelled as paid; the case for earned coverage over advertising has always rested on that, and the rules on labelling are covered in what the FTC requires for paid placement.
For a company, the practical reading is that ChatGPT ads and AI visibility are now two separate budget lines that answer two separate questions. An ad can put a product in front of a user whose conversation suggests intent. It cannot correct what the answer says about the company, cannot remove a competitor from it, and does not reach paid-tier users at all. Those things still depend on what the model finds when it reads, which is why how to get mentioned by ChatGPT and which sources AI assistants cite are unchanged by any of this.
The one caution is that OpenAI's separation is a policy, stated by the party that benefits from users believing it. There is no independent audit, and none of the reporting we read tested it. We describe what OpenAI says it does; whether that holds is a question someone should measure.
Methodology and limitations
On 1 October 2026 we read four OpenAI pages through a text-extraction proxy, because OpenAI's help centre returned HTTP 403 to a plain request: “Ads in ChatGPT: The Basics”, “Ads in ChatGPT”, “Ads Manager Availability” and the OpenAI ad policies, together with the post “Our approach to advertising and expanding access to ChatGPT”. The country count is ours: we counted rows marked “Available” in the availability table, which gave 63, and found no country marked “Coming Soon”. Trade reporting was read in full for AdExchanger (29 September), Digiday (late September), Business Insider (September) and Resident (29 September). Four limitations apply. First, everything about the separation of ads from answers is OpenAI's own account; we did not test it and know of no independent test. Second, the Graphite figures are a vendor analysis of a clickstream panel that we read only as reported. Third, the measurement problems are individual agencies' accounts and other agencies told Digiday they had not seen them. Fourth, the Sponsored Agents details come from coverage of OpenAI's announcement rather than from OpenAI's own announcement page, which we did not read.
Conclusion
On OpenAI's own published terms, money buys a position next to a ChatGPT answer, never a position inside one. Ads sit below the response, labelled and separated; they are chosen by a relevance-weighted auction from context hints that guarantee nothing; they never reach paid-tier, under-18 or Temporary Chat users or appear near health and political conversations; and OpenAI states that advertisers have no ability to shape, rank or alter what ChatGPT says. Sponsored Agents extend the ad into a conversation, but a conversation with the advertiser's own agent, behind a click, separate from the answer the user saw first. The product is growing fast, at a reported $1 billion run rate across 63 self-service countries, and its buyers say measurement has not caught up. For a company that wants to be described well rather than advertised beside, the conclusion is simple: the answer is still earned, from the sources the model reads, and a business buyer on a paid seat will only ever see that answer.
Frequently Asked Questions
Can a company pay to be mentioned in a ChatGPT answer?
Not according to OpenAI. Its help centre says ads “run on separate systems from our chat model, and advertisers have no ability to shape, rank, or alter ChatGPT's responses”. A company can pay for a labelled ad unit below an answer, or a Sponsored Agent behind a click, but not for what the answer says.
Where do ads appear in ChatGPT?
Below the end of a response, labelled as sponsored and visually separated from it. Each ad carries the advertiser's name, favicon, headline, description, landing page and an image. Ads did not appear in the ChatGPT Atlas browser during the test.
Who sees ChatGPT ads?
Adult users on the Free and Go plans in countries where ads run. Plus, Pro, Business, Enterprise and Edu accounts never see ads, nor do accounts identified as under 18 or Temporary Chats. Ads are not placed near personal health, mental health or political conversations.
What is a Sponsored Agent in ChatGPT?
A format announced on 16 September 2026 and tested with select US advertisers. After clicking an ad, a user can talk to a labelled AI agent built on the advertiser's own material, such as a product feed or help centre. OpenAI says these conversations are separate from ChatGPT's independent answers.
How much do ChatGPT ads cost?
They are sold by auction on impressions or clicks. OpenAI uses a relevance-weighted, second-price auction and recommends starting cost-per-click campaigns with a maximum bid of $3 to $5 per click. Actual prices depend on competition and are not published.
In how many countries can businesses buy ChatGPT ads?
On 1 October 2026 OpenAI's Ads Manager availability page listed 63 countries as available for self-service advertising, by our count, including the United States, the United Kingdom, Canada, Australia, India, Japan and every EU member state. The advertising entity must be based in a listed country.
